The first sentence seems to refer to a divinity or God, who is not submitted to questions about their actions. 

The second phrase seems to be a challenge for those who worship other gods in addition to that mentioned in the Koran.

Surat Anbiaa verset 23-سورة الأنبياء.


﴿ لَا يُسْأَلُ عَمَّا يَفْعَلُ وَهُمْ يُسْأَلُونَ﴾

He cannot be questioned as to what He does, while they will be questioned.

Surat Anbiaa verset 24-سورة الأنبياء.

﴿ أَمِ اتَّخَذُوا مِن دُونِهِ آلِهَةً ۖ قُلْ هَاتُوا بُرْهَانَكُمْ ۖ هَٰذَا ذِكْرُ مَن مَّعِيَ وَذِكْرُ مَن قَبْلِي ۗ بَلْ أَكْثَرُهُمْ لَا يَعْلَمُونَ الْحَقَّ ۖ فَهُم مُّعْرِضُونَ﴾

Or have they taken for worship (other) aliha (gods) besides Him? Say: "Bring your proof:" This (the Quran) is the Reminder for those with me and the Reminder for those before me. But most of them know not the Truth, so they are averse.

How can fear to allah?

In Islam, the fear of Allah is an important concept and is often referred to as "Taqwa". It is a positive type of fear that encourages believers to do good and avoid evil, out of love and respect for Allah and in anticipation of His reward and punishment.

To increase one's fear of Allah, a Muslim should first develop a strong relationship with Allah through prayer, reading the Quran, and performing good deeds. They should also seek knowledge about Allah's attributes and the consequences of their actions, both in this life and the hereafter.

It is also important for Muslims to constantly remind themselves of Allah's presence and their dependence on Him, and to seek His forgiveness and guidance when they make mistakes or face difficulties. By doing so, they can increase their consciousness of Allah and their desire to please Him in all aspects of their life.
